Plan Goals

The Envision Lakewood 2040 Goals are statements of desired high-level outcomes by 2040, expanding on the Vision Statement and Guiding Principles. They are intended to be as clear as possible so that we as a city know what we are working to accomplish.

The Goals expand on the Vision Statement and Guiding Principles as a series of 25 succinct statements that provide greater specificity about desired outcomes for the community in 2040 and beyond. They are designed to advance at least one of the Guiding Principles. Thus, the Goals—and their associated Strategies—are tools that outline how the city will work to fulfill its commitment to the Guiding Principles’ values and aspirations. 

The 25 goals are weighed equally and the goal number (i.e. Goal 1, Goal 2…) is intended to serve as an individual identifier rather than a rank of importance—they are all important. The goals were developed nd refined from extensive feedback from Advisory Group members, the community, Planning Commission, City Council, staff, and consultants.

Relationship between the Goals and Strategies

Envision Lakewood 2040 includes 160 strategies total, each of which supports one or more of the goals. The intent of this format is to convey that the plan strategies are interconnected, and that many of them are tied to multiple goals. The strategies are listed under each applicable goal and identified as either a Primary Strategy or a Supporting Strategy.

Primary Strategies are directly related to implementing the goal they are listed under and are considered a high priority to implement to advance the goal.

Supporting Strategies are indirectly related to implementing the goal they are listed under and show the interconnected nature of the goal topics, but they are not as high a priority as the Primary Strategies.
